Add a command-line flag or subcommand to download files, take a code, fetch the download metadata, display a numbered list of files, default is to download all or you can give it a list of file numbers. Unlike the web UI, we can show all of the files as available for download, and it'll just wait (maybe even display a progress meter by polling the metadata) until files have started uploading.
